Setúbal is a historic maritime city in Portugal, whose geographical context places it at the intersection of rich biodiversity, active industry, and a growing urban population. The city serves as a pilot site for testing the MR-IEWS platform against hydrometeorological hazards, as it is particularly vulnerable to floods and flash floods, risks that are increasing in frequency and intensity due to climate change and urban development.

Solution
The demonstration focuses on using high-resolution local data and historical event records to generate Situational Warnings (SSWs) and define impact-based protocols. These will be integrated into the municipal emergency planning process to:
Enhance preparedness for sudden-onset flooding events
Provide actionable alerts to civil protection units and citizens
Inform response protocols tailored to different flood impact levels
The MR-IEWS will be configured to reflect the physical, social, and economic specificities of Setúbal.
